BILINGUAL EDUCATION AND PUBLIC SCHOOLS: ESSAY ON FACING THE DIFFICULTIES OF ITS IMPLEMENTATION AND ITS FUNDAMENTAL ROLE IN THE CONSTITUTION OF TRANSFORMING AGENTS IN A DECOLONIAL CONTEXT

The essay deals with the obstacles posed to the implementation of Bilingual Education in Public Schools and the social issue associated to it, as it could give a global voice to a minority living in disadvantaged neighborhoods; a minority not in number, but in the sense of being underrepresented in a global context. After review, analysis and evaluation of the literature and current research on bilingual education and some approaches, the essay briefly analyzes the issue of teacher training, language acquisition and literacy in the mother tongue and additional languages, as well as the motivation to learn and CLIL approach and its possibilities of success in this regard, defending, in the end, the transition from monolingual to bilingual education in Brazilian Public Schools, especially the teaching of the lingua franca.
